Mayvin Announces Jennifer Armstrong to Lead New Body-Worn Camera (BWC) Center of Excellence

Alexandria, VA – March 5th, 2025 –

Mayvin is pleased to announce Jennifer Armstrong was selected to lead Mayvin’s Body-Worn Camera Center of Excellence (BWC CoE). With 35 years of experience leading multiple facets of the U.S. Marshals Service (USMS), Jennifer brings a wealth of knowledge and expertise in law enforcement technology, officer safety, operational security, and program development. In 2021, as the SES Program Executive, she led the creation of the policy and initiated implementation of Body Worn Camera use by the United States Marshals Service after having already led the USMS and Department of Justice (DOJ) efforts to allow use of agency owned BWC for state, local, and tribal task force officers working within DOJ agencies.

She will leverage her subject matter expertise to develop and enhance BWC programs in the state and federal law enforcement space. Under her leadership, the Center will support various aspects of BWC operations and management, including policy and SOP development, training, deployment, and professional services designed to maximize efficiency, ensuring law enforcement agencies have the tools and resources to enhance accountability and operational effectiveness. Her team can work anywhere in the United States and can support programs at any stage of development or design. Her experience in both federal and task force law enforcement operations and how use of BWC enhances transparency will augment any program at any level. As technology continues to evolve, her history of leading the creation of technical and operational assets for law enforcement ensures that Mayvin’s team will remain at the forefront of the industry.

“Jen is phenomenal and is THE leading BWC expert” said Lisa Rosenthal, CEO of Mayvin. “Her experience with USMS, deep understanding of body-worn camera technology, and very vibrant personality (and network!) will be invaluable as we continue to enhance our solutions and support federal and state organizations. We look forward to the impact she will bring to Mayvin and our clients.”

Mayvin remains committed to providing cutting-edge body-worn camera solutions that enhance safety, transparency, and efficiency for federal law enforcement agencies nationwide.
