Annandale, Virginia. February 24, 2020. – Mayvin has recently been awarded a contract facilitating the performance of international work, continuing a strategy of international expansion. Culmen International, LLC and Mayvin received a contract award from the Africa Center for Strategic Studies (ACCS) to provide financial and budget support services. The ACCS is an academic institution within the U.S. Department of Defense (DoD) that focuses on the study of security issues relating to Africa involving military and civilian participants.
Mayvin is providing financial and budget support from Washington, DC and will continue to expand into other CONUS and OCONUS areas with work related to African and security studies. “We’re excited to continue our rapid growth by expanding our international footprint,” said Lisa E. Rosenthal, Mayvin’s CEO and co-founder. “We look forward to working with Culmen to apply our expertise in program management, logistics, and other professional services to support ACCS.”
Rick Channell is the Director of Human Resources for Mayvin. He leads Mayvin’s Team for planning, developing, and implementing innovative Talent Acquisition strategies to recruit and retain the best and the brightest. He also manages all HR tasks, overseeing procedures and policies, as well as implementing employee compensation and benefits programs. Rick is the primary POC for all complaints, concerns, and clarifications as well as designing and supporting our plethora of corporate culture initiatives.
Rick comes to Mayvin from the commercial sector at GE-Hitachi Nuclear Energy where he was the Large Motor and Mechanical Sourcing Leader. Prior to that, he spent 28 years in the U.S. Army with assignments ranging from the 82nd Airborne Division, 173rd Airborne Brigade, 10th Mountain Division, and a Special Mission Unit within the Special Operations Command.
Rick holds a bachelor’s degree in Business Administration, as well has a master’s degree from Duquesne University. He is also a 4th degree with the Knights of Columbus. Rick enjoys time off with his wife (Michelle) of more than 30 years and his FIVE SONS and can be found every Sunday afternoon at the Ice House playing hockey. With that many kids spread all over the USA, Rick gets the opportunity to take orders from grandchildren and children in many locations.
Senior Program Manager
Will Petit is Mayvin’s Senior Program Manager leading the DHS Countering Weapons of Mass Destruction (CWMD) Office contract. He supports efforts and really smart people with subject matter expertise in CBRN detection as well as engineers, analysts, and other programmatic support to the CWMD mission. Will manages our 17,000 square foot facility on the Potomac River with views of the airport and monuments – he easily has the best office in Mayvin.
Will joined Mayvin in January 2021 after 9 years supporting CWMD on a legacy contract, where he built relationships and trust within the organization and its leadership. Prior to CWMD, Will worked as an Operations Research Analyst, where he performed decision support in the form of stochastic modeling and simulation, data analysis, and optimization to clients in all branches of DoD as well as the U.S. Coast Guard. He holds a bachelor’s degree in Mechanical Engineering from the University of South Carolina, a master’s degree in Systems Engineering from the University of Virginia, and a Project Management Certificate from Cornell University.
Outside of the office, Will enjoys spending time with his wife, Sarah, and two kids, Leila and James. You’ll occasionally find him on a golf course or at a chess board, neither of which he plays very well. Will is always happy to support Victor in charity golf tournaments, especially if bourbon is supplied on one of the first holes.
Senior Program Manager
Tony Parmer is Mayvin’s Senior Program Manager supporting the United States Marshals Service contract. His primary focus is on providing Executive, Administrative, and Professional Support Services in support of the U.S Marshals Service Headquarters, and their 94 district offices throughout the United States and U.S. territories.
Tony refined his operations and program management skills during his 20 years of military service in the U.S. Army. Before joining Mayvin, he supported multiple Government Agencies as a Federal Employee and Contractor with CIA (not Culinary Institute of America), FBI, Bureau of Prisons, and the Army. He holds a Bachelor of Science in Accounting, an MBA with a concentration in Logistics, and a Project Management Certificate from Cornell University. Tony graduated high school with a 1.7 GPA and still accomplished this much higher education!
In the spare moments that Tony isn’t supporting his contract and the CEO’s “great ideas,” he enjoys fishing, golf, and spending time with family. (CEO EDIT – Tony thinks he is much funnier than he really is). Rumor has it he also likes Ohio sports teams (which the CEO, as a born and bred Michigander, judges him for).
Sam “Slammer” Joseph
Sam “Slammer” Joseph. Before joining Mayvin, Sam spent nearly 50 years in Army Special Operations Units, both on active duty – retiring in 2004 as a Sergeant Major – and later as the Deputy Director for one of the Combat Development Directorates of USASOC on Ft. Bragg. In that role, he had supervisory responsibility for Research and Development activities at the Security Operations Test Facility (SOTF) with responsibility for developing and fielding ‘next generation’ materiel capability for Army SOF–exceeding 400 programs, projects, and combat evaluations annually.
Sam’s role with Mayvin is serving as a SOF Principal, where he provides solutions to the U.S. Government and allies to expand their capabilities and effectiveness. He continues to expand Mayvin’s organizational footprint into other SOF markets, to include growing relationships with NATO SOF partners.
Sam’s education includes a Bachelor of Science in Liberal Arts from Liberty University, multiple Advanced Acquisition Education Programs from the Defense Acquisition University, and program management certifications from North Carolina State University. In his free time, Slammer enjoys rock climbing, cabinet making, outdoor activities, and good bourbon (or a Barolo if he has to be fancy). To be honest, he will also drink mediocre bourbon but only if put in a tough spot.
Mike “Slappy” Samperton
International Senior Operations Manager
Mike “Slappy” Samperton is an International Senior Operations Manager and SOF Client Relationship Manager where he applies 25 years of Special Operations experience and 14 years of government consulting to support Mayvinites and clients. His military career culminated as a Special Forces Command Sergeant Major in USASOC.
Before joining Mayvin, Mike was the senior consultant for recruiting, assessment, selection, and training at the U.S. Army’s Asymmetric Warfare Group. He served as primary instructor for close-quarters battle, subterranean operations, and mission planning. He has served as an assessment & selection advisor to MARSOC, Cyber Command, Military Advisor Training Academy, Battalion Commanders Assessment Program, DEA FAST, and British and German SOF.
Mike has a Bachelor of Science from Campbell University (go Camels) and a “PhD from Range 19.” In his spare time, Mike likes to brag about his two sons (with wife Amy) and takes orders from his 6-year-old grandson. We believe Slappy is the unofficial “mayor” of Fayetteville and can tell you its entire history as well as share knowledge of all the local kayaking and hiking spots.
Director of Program Management
Benson “Curt” Wood is Mayvin’s Senior Director of Program Management and is responsible for daily oversight and maintenance of contracts, working to ensure employees and clients are getting the necessary care and feeding globally. His primary focus is on DoD and DHS efforts that directly impact national security of the U.S. at home and abroad.
Curt refined his operations and program management skills during his 20 years of military experience supporting Special Operations Forces in the Army. Before joining Mayvin, Curt worked in program management, operations, infrastructure development, logistics, and training services for over 8 years. He holds a Bachelor of Science in Criminal Justice with a minor in Military Science from Troy University and earned his Master of Business Administration with a concentration in government contracting and acquisition from the American Military University.
In the spare moments that Curt isn’t trying to figure out what the FAR says, he likes to make New Year’s resolutions that include going to the gym and traveling with his wife of almost 30 years.
Wes Manship claims to be “Just a Capture Guy” that provides oversight and strategic and tactical processes to target and win opportunities aligning with Mayvin’s goal to provide attainable and effective solutions for our clients. In reality, he is THE Capture Guy, managing a wide variety of efforts ranging from Logistics and Training to Engineering and Science for DoD, DHS, and other civilian markets.
Wes is a retired USAF Logistics Readiness Officer with a diverse background. He supported Operation Iraqi Freedom as an Air Movement Coordinator and logistician and Enduring Freedom with an assignment to JTF 170 in Guantanamo, Cuba as Deputy J4. Prior to joining Mayvin, Wes was a mathematics instructor at University of Alabama. He has supported various agencies with multiple solutions across DoD, DHS, and three letter organizations for over 30 years.
Wes has two master’s degrees: one in Logistics Management from the Air Force Institute of Technology and another in Military Operations from Air University, as well as his bachelor’s in Mathematics and Optics from the University of Alabama. He also holds certifications as a Lean Six Sigma Black Belt, Logistics Planner, Fuels Manager, Material Management Specialist, and Electronics Technician. (Editor’s Note: he clearly likes school).
When Wes is not spinning how to solve a problem, he coaches kids’ basketball, reads too much, plays the guitar (ask for an audio clip!), and takes care of the Koi, blue gill, and turtles in his pond. Wes is happily married to Amy and has one daughter (Lexie), two sons (Gunnar and Gerald), and a veritable menagerie of other animals. We are waiting for Wes to start another rock band!
Director of Capture
Gint Dragunas is the Principal Director of Capture and Growth at Mayvin. He brings more than 25 years of experience in business development and consulting to DoD and Civilian Agencies in research, development, and acquisition. Gint has led portfolios ranging from Military Health to CBRN Defense worldwide. Prior to life as a Government contractor, he was a U.S. Army civilian, leading scientific, technical, and program management staff specializing in CBRNE and Non-Stockpile demilitarization.
He holds a master’s in engineering and a Master of Administrative Science from the Johns Hopkins University, along with a Bachelor of Science in Chemical Engineering from Drexel University. In addition to traveling Europe and skiing Utah, Gint spends time researching investments and a good cabernet which makes him an ideal fit for the Mayvin Team! Fun fact – if you ever need a Lithuanian translator, Gint is your man.
Executive VP of Strategy and Growth
Heather Allen is the Executive Vice President leading Growth and Strategy. She has 30 years’ experience leading organizations, programs, and projects serving DoD and Federal agencies. Prior to joining Mayvin, Heather was in executive management at Belcan, a commercial engineering company, leading their newly formed Government Services organization. Additionally, Heather spent 20 years with CACI/L-3, serving in multiple growth roles. She is a U.S. Army Veteran from the pre-9/11 era with a specialty in Information Technology and Solutions Development.
Heather lives in Northern Virginia with her husband, Anthony, and three fur babies: Murphy (dog), Drago (dog), and Kira (cat). She has a Bachelor of Science in Management Information Systems from the University of Maryland, University College. She maintains an addiction to true crime stories and shows, which slightly terrifies her husband (and a few of us in the office).
Chief Financial Officer
Victor Pirowski is the CFO and co-founder of Mayvin. He oversees all Mayvin’s financial functions, including accounting, audit, corporate finance, pricing, and banking relationships. His career spans almost 20 years of varied experience in financial management, business leadership, and corporate strategy.Victor has a proven record of developing and implementing financial and operational controls for Mayvin, including financial operations, proposal pricing, budget formulation, indirect rate administration, and financial reporting. Victor’s knowledge of Contract Administration, Regulatory Compliance, and Government Business Systems allows Mayvin to interact smoothly and efficiently with clients.
Along with the rest of the Management Team, Victor doesn’t have a job unless our employees are empowered to focus on our clients’ missions rather than back office. Victor supports Mayvin’s employees by happily writing checks for Education and Training reimbursement, and he strives to educate our team on the value of retirement matching plans. His accounting team is only a phone call away from being able to answer any payroll or expense report questions.
Victor holds a Bachelor of Arts in Finance from James Madison University and earned an MBA from George Mason University. When Victor isn’t developing new and exciting pivot tables in Excel he is busy raising three young children (Kian, Maryam, and Aria) with his wife Pegah. Between work and family, he still finds time to play golf and is always looking for more excuses to support charity golf tournaments, especially if bourbon is on one of the first holes!
Chief Operating Officer
Pat McGovern is the Chief Operating Officer of Mayvin. In this role, he develops and implements strategies to enhance, optimize, and streamline Mayvin’s global operations and partner solutions services. His skill sets include knowledge of Special and Contingency Operations, international manufacturing, as well as program management within Commercial and Government sectors.
Before joining Mayvin, Pat held a variety of management roles with GE Hitachi Nuclear and Tempur Sealy International, as well as managed Aviation and Maritime efforts for Lockheed Martin. Prior, Pat served in the U.S. Army for 22 years in assignments ranging from the Recruiting Command to supporting Special Operations units. In addition to Pat’s extensive experience, he holds Bachelor of Science in Business Administration, as well as an MBA.
In his free time, Pat is an adrenaline junkie who can be found participating in competitive road races, piloting private aircrafts, exploring new bourbons, and trying to convince the airlines to put in more direct flights from Lexington to DC. Most of all, he enjoys spending time with his family.
Lisa E. Rosenthal
Chief Executive Officer
Lisa Rosenthal is the CEO and co-founder of Mayvin. Through her focus on innovation in corporate culture and strategic leadership, Mayvin has achieved significant growth by penetrating new and emerging markets through a diversified client base CONUS and OCONUS supporting the Departments of Defense, Homeland Security, and Justice. Prior to starting Mayvin, she provided analytic, management, and operations support to DoD, DoE, the Intelligence Community, etc. etc. Now, she hires the best and the brightest to serve national security interests at home and abroad.
Lisa loves being part of the global community and proudly serves on the Florida Atlantic University Advisory Board, the Truist DC Advisory Board, the American University Entrepreneurship Council, and My Sister’s Place Board of Directors (a domestic violence shelter), as well as supports numerous philanthropic organizations and academic programs.
Lisa has an addiction to obtaining new “unique” skills, certifications, and experiences and has multiple degrees from American University (BA/MBA). She also has certifications in everything from Scuba to Wine, from Life Coach to Medicinal Plants, from Archery to Conflict Management. The list just gets weirder “more diverse” the older she gets.
Charles “Skip” Zinsmeister
Director of Operations
Charles “Skip” Zinsmeister is Mayvin’s Director of Operation overseeing contracts, working to ensure their growth and profit. As a long-time stalwart of Mayvin, Skip began his time at Mayvin as a contract site lead in the development of training for the USCG.
Before joining Mayvin, he held roles in training development, instructional design, and project management with companies large and small. He developed radiological training for the Federal Government and Instructional Systems Design for Lockheed Martin and Leidos. Before retiring in 1999, Skip spent over 20 years in the U.S. Navy and U.S. Coast Guard. Skip graduated from College of the Albemarle with a degree in Business.
Skip runs sprint triathlons “for fun,” and if it involves the water and a board, you will find him there. He also spends off time in the local community, working with various organizations such as the Chamber of Commerce, local cancer societies, coaching little league and AAU swimming. Skip lives in Elizabeth City, NC, with his wife, Robin, his rodeo riding daughter, Abigail, and his dogs, Trixie and Murf.
